Jessie Ray Howell was born on December 10, 1954, in Shamrock, Texas to Forrest and Robbie Billingsley. Jessie lived a life marked by hard work, deep devotion to family, and an unmistakable sense of humor that left a lasting impression on all who knew him.
From the age of 18 until his retirement at 53, Jessie dedicated himself to the oil field industry. His decades of labor reflected not only his strong work ethic but also his commitment to providing for those he loved. He was a man who took pride in his work and found purpose in the grit and perseverance it demanded.
On April 10, 1997, Jessie married Terri Drain, beginning a partnership rooted in love and shared dedication to their growing family. Outside of work and family responsibilities, Jessie found joy in simple pleasures. He loved fishing—whether casting a line alone or sharing the experience with loved ones. He was an enthusiastic supporter of OU sports and was known for his sharp poker game. But above all else, Jessie treasured being a dad and a grandpa. Watching his children and grandchildren participate in their various activities brought him immense pride. He especially enjoyed coaching little league sports when his kids were young—a role that allowed him to combine mentorship with fun.
Jessie is survived by his beloved wife Terri Howell; his children Jerrod Howell and wife Alainee, Cassandra Burden and husband Correy, Paige Howell, and Josh Andersen; his cherished grandchildren Kamden, Clayton, Keira, Serenity, and Remingtyn. Brother Lebo Billingsley and husband David Coffey. Father and mother in-law Jerry and Sandra Drain. Brother-in-law Johnny Drain and wife DeDe. He also leaves behind numerous nieces and nephews who were touched by his warmth and humor.
Jessie was preceded in death by his daughter Kimberly Lanford; his parents Forrest and Robbie Billingsley; and his sister Sharron Taliaferro.
Jessie passed away on August 13, 2025, in Woodward, Oklahoma.
Those who knew Jessie will remember him for his quick wit and infectious laughter. His presence lit up every room he entered, often leaving friends and family smiling long after he had gone.
